Davis served as an in-house counsel for CIGNA Corporation where he held the positions of Senior Counsel, Employment Litigation, litigating and trying cases in state and federal courts across the country, and later, of Chief Counsel and Vice President for Legal, Government Affairs and Compliance for Intracorp, a CIGNA subsidiary, where Mr. Davis also was an associate and later a partner at the Philadelphia law firm Blank Rome from 1977 to 1980 and from 1983, when he returned from the Department of Education, to 1988, specializing in management labor relations and employment law and litigation, and education law, supporting educational and medical institutions.
